If you were the first Chieftan of the North what would you have done?

First off, send messengers to Gondor for aid. Once naval power had come up the Greyflood to Rhudaur, I would have (2) built fortifications along the Ettenmoors against goblin encroachments, also acting as a send-off point to which I could (3) send Men into the Misty Mountains to rout the orcs in Passes. Thus, I could maintain ties with Gondor and further the friendship with the Elves of Rivendell, and maybe the Dunedain might not have dwindled to a secret folk, and Arnor might not have sunken into a lost realm.

That's what I would do, anyway.
