Annuminas TOTALLY deserted

When it says it was deserted. Is that a relative term? If it had an arbitrary pop. of 100,000 at its height is it with reason to speculate that maybe only a few hundred or maybe a a few dozen may have dwelt there late third age?

Well the numenorian population moved out to other places...so it would have no point.

I think you're right in saying that the normal population of the Tower and around it reduced after the Numenoreans dwindled and mingled with lesser Men. Thank you for bringing up the question.
