I think that it said that, contrary to Sauron's designs, the Rings only had the effect of filling the Dwarves' hearts with a greed for gold,

Question about 3 Elven rings

Why would the three elven rings be under the dominion of Sauron's ring, if Sauron "never" touched it or had a hand in their making?

Why couldn't the Elves (or anyone else) make other rings of power to counter the One ring?

The Elves forged the Rings of power guided by Sauron, and Sauron got to know all the secrets of the Elves, but he himself only revealed a small portion of his skill. The Elves did not have enough knowledge to make rings that could conquer the One.

The 9 and the 7 Rings were gathered from the Elves and sullied by Sauron after the Elves were aware of his betrayal, and they had managed to save the 3.

i thought it was more to do with the fact that sauron didnt have anyhand in making of the elven rings rather than them not using them, and didnt galadriel wear her ring???

Galadriel didn't use her ring again until after Sauron lost his.
