Yep there was a bit of an outcry some through quarters (including the film studio) about this but full credit to Roddenberry for going ahead with it anyway (and I imagine it wasn't a total unpleasant act for the the actors either)

It is rumoured tho' that Premiere Kruschev wrote to Gene Roddenberry stating his disapointement that no Soviet Union characters were present on the Enterprise........and that he saw no reason why his people would not have an active part in the Federation. Rodenberry then went on to create Mr Chekov!!
