Theoden What are the 'Seven Stars'?

From the poem about the Numenoreans in Exile:

"Seven stones and seven stars and one white tree."

The seven stones are the palantiri, the white tree is the white tree. What are the seven stars? I imagine these are also the seven stars (above the tree and below the crown) on Elendil's emblem.

I had wondered before if it was a double reference to the palantiri... but now I'm going on the opposite assumption - that they're distinctly something else. Anyone know?

There is a reference somewhere in HoME to Varda making the seven stars about the time the elves awakened.
Edit: I am not currently with my books, but I found this reference on the web:

Artanis provided the link to the other thread, which should really be in this forum instead of the LotRs book forum, so I'll close this one, and move that one.
