In the Silmarillion when Eol came to Gondolin seeking his wife and son, he and Turgon exchanged words and Eol defied the king. Then it says that "Turgon sat in his high seat holding his staff of doom." What exactly was that, and did it have any properties?

Its does not specify, buts from the the sound of it, it is rod shape symbol, likely ornately decorated, representing the judicial power of the kingdom.
In rome the various maginstrates (many offices combined specialized executive and judicial functions) when sitting in a jucicial capacity (among other fuctions) would be atted by lictors holding a facies, a war ax with its handle surrounded by reinforcing rods, bound togeter with leather.
