Yeah. Cause u have PM like we have. I doubt you have a VP then since in theory the ministers you have are all "equal" (with the Head of State being the Monarch), though of course in all practicality the PM is above the rest.
In Norway the King is Head of State, head of armed forces, etc., the PM is head of the gov't, with numerous ministers included (But in reality 'below' him). In some respects the 'VP' in Norway is the foreign minister as he usually has most practical power after the PM and often fills in responsibilities that are 'head of gov't'-like, but that changes from fora to fora. Basically in a parliamentary system the ministers are delegated all the responsibilities that a VP would have.
