In Middle-Earth: Technicaly probably Luthien. Gil Galad, Finrod and Fingolfin would all be close to

Saeros could be the most loved if you liked the lets-chace-a-naked-elf game.

I would have to say that Lúthien is the most loved elf in ME, she is much revered by everybody; and did many feats that nobody else could.

I think Leggy is the most loved generally, mostly because of the movie.
My favourite is Galadriel, but also Elrond, Cirdan and Celeborn.

Grr... Legolas fanaticism. I love and cherish Legolas... but not that much. Heck, I used to think of him as a brunette.

But I forgive you all.

I certainly support an honorable mention for Gildor. He's the first elf we meet in Lord of the Rings, and his simple wisdom is unparalleled. He's just so... Elvish.

In that case, we should actually understand the passage as follows:

I see no reason to read it like this, necessarily. At the same time, I wouldn't rule it out completely.

It seems, to me at least, that the explicit affirmation that she was the Queen of Elves and Men set the context for his description of her.

Legolas - at least for me.

But I don't think that the people in middle-earth would have chosen him. They would have thought of someone like Elrond or Galadriel. Or of one from the older ones like Finrod or Fingolfin e.g.
