Any ways, I think you should report this guy alright. Anyone who makes some sort of serious outburst comment about shooting people (or a certain group of people in particular) needs help. Tell the teacher of all the other times he's appeared as a threat, and you should be heard. Most teachers always take these situations seriously, and it certainly doesn't sound like a very joking matter to me.
