Speaking for the Belgian law for the moment, as I am not entirely familiar with the differences and simularities with the Dutch law. The euthanasia law is strictly centered around the patient's request. If the patient isn't (legally) capable to request it, then you're not actually dealing with euthanasia as defined by our laws. Children are therefore currently excluded. However there's still debate to include them in certain cases, but so far there's nothing final.

But in cases of premature births with no realistic survival chances, doctors can decide to stop or don't start any treatment, that will eventually result in the death of the child, but only after consulting collegues. Actively ending a life is rarer and demands both the consent of the parents and specialists. All cases are logged and examined later.
