Actually, capitalism is an economic system. Democracies, dictatorships, monarchies etc. are systems of government. I guess you could say Communism is both - a centrally planned government which is also responsible for the economic system. Socialism is a political philosophy.

For example, the American government (just to have something in this post that would annoy JD ) is a democracy, and the USA has a capatalist economy.
