I can't prove it, but I do know for a fact that they needed all the extras they could get for the Orc and Elf Armies, the mass Lothlorien scenes, and so on. I also know for a fact that when Frodo (or any other charecter) was not also in the scene they used him as an extra if they were needed more.

I have seen the same exact part in the movie. I think they were probably just trying to save money.

I saw the same scene, there are two elves that look kind of like Orlando, you can't really tell all the elves are blonde. If it is Orlando they were probably just trying to save money.

Aww, I was hoping to have a scene to watch -- I'd love to see Elijah as an elf! (Or an orc, but he wouldn't be recognizable at all).
