Are Dragons Maiar?

I know Balrogs Maiar, but are winged dragons also Maiar. I remember reading somewhere that they were but I'm not sure.

No, they're not. Where their independence comes from is not certain, but they were not Maiar. Glaurung was able to live and have independence because he was filled with the spirit and malice of Morgoth.

If they (the dragons) weren't maiar, were they stronger then a maia? and could they win a balrog in a one on one battle?

I remember a very long, odd debate a while ago on Entmoot about this. I think it was called Dragons vs. Balrogs, or something like that.

The Maiar (plural of Maia) are part of the Ainur, the first spirits to descend upon Arda. They serve the Valar, the other members of the Ainur.

And the Ainur, if you didn't know, are the "Holy Ones", the first-created spirits. They're a lot like Angels.

I think a Dragon could beat a Balrog one-on-one, especially the fire-drakes.

Dragons are just animals, albeit powerful ones. Gandalf was arguably the third (second?) most powerful being in middle earth at the time of LOTR.

Are the Ainur the same as the Valinor?

If you meant Valar, then yes. They were the fourteen spirits of the race of Ainur that entered into Arda in physical form.
