Besides, the appendix is huge and can easily carry its own thread as it covers all three books and then some.

but that's normal between you and I . The Shirriffs were comprised of a certain number and they were distributed in a certain number. The information is there.

Yep, it's in the Prologue.

Not a bad thing, mind you, Lots of interesting factoids are in the Prologue, particularly those concerning Hobbits.
