Because all the cute widdle fuzzy wuzzy animals, plus also the rodent variety used to live in the straw that made up the thatch roofs of houses. When it rained, this would cause holes in the thatch, and extreme discomfort to the cute, and also fuzzy wuzzy animals, and they would either evacuate, or fall through the holes in the thatch. Hence, raining cats and dogs.
