a-HA!! Found it! The accent that the east-elves in Lorien had in their speaking of Sindarin; it was the accent that misled Frodo, as well as his own "limited acquaintance" with the language.

One of the reasons I love these trivia threads so much is that it really gives one an opportunity to constantly learn more and more about the beautiful intricacies of Tolkien's stories, of which I cannot seem to get enough of.
