Which King of Gondor wished to move the King's Seat from Minas Anor to Pelargir? As well as which number King was he?(i.e. 7th King of Gondor)

No sign of Halbarad, so I looked it up - it was indeed Castamir (and it WAS from Osgiliath that he wanted to remove the King's seat to Pelargir). Saying 'what number' King he was is problematic, since JRRT didn't really assign numbers... so do we count from Elendil, from Anarion or from Meneldil? And do we count both Anarion AND Isildur?
So... let's limit the information requested to what is spelled out. Next Question: Whom did Castamir have put to death?
