They don't behave as the judicial branch, and there's no checks and balances. They behave as a police force, but the police isn't a formal branch of government, in the US, anyway.
Tabby. What do you see as the potential responsibility of the legislative branch? I would side with those who see this as a benevolent dictatorship, and I'm okay with that. Running things ain't all it's cracked up to be.

Last night I went to the beach and saw a grunion run. It was really fun. Has anyone else seen this? Grunions are little fish that come out of the water and dig themselves into the sand to lay eggs. It's very interesting. I'm going again tonight, you have to go to the beach at midnight (high tide) to see them. Well, I'm a US national...but I'm in favour of patriotism, and I believe it's a virtue. It's just one of the many virtues I am rather lacking in these days.

I went to see the Dead Sea Scrolls exhibition today! It was so cool. You get to see the actual scrolls. First you see a bunch of pictures of Israel, it was interesting to see how similar it is to San Diego. Then you learn about how they were found and preserved. Then you learn about Qumran -the place they probably came from- who lived there, what they did. Then you get to see the actual scrolls. With each one it had a translation of what it says, why it is important, and other interesting things about it. If anyone lives in San Diego they should definitely go. It was awesome.
