With due thanks to Varnafindë. I havent read this book yet. The speaker is talking abt the 'Gift of Men' and how it was seen as a 'Doom of Men'.My guess is that its obviously an Elf(Elrond?) talking to one of the Dúnedain (?).

I've got no idea of the speaker, the first sentence makes me think it's a Vala, but the rest sounds more like an elf... or maybe a Maia (seems a good compromise )... How about I go out on a limb and guess Melian? No clue if that is even close...
