I think the occasion is when the last king of Arnor is up north with the "snow-people" - the Forochel??? - and they advise him not to go straight back by boat, but spend the winter with them. (He insists to leave, and perishes with the ship ...)
So the speaker would be some kind of Forochel leader - if I remember the name of the people rightly ...

Yeah - the ones I just can't be sure of are ___field, where you're trying "Tighfield" (which may be right - I just don't remember the name) - and "rope wall" - but I can't get anything else to work there.

Sam is of course the speaker, and he speaks about "a rope-walk over by Tighfield".  But one word is wrong: /_l_e_t/ is not "oldest".
