Sorry bout that, Legolas saw seagulls for the first time in Pelegrir, when fighting the Corsairs with Aragorn, Gimli, the dead, and the dunedain.

Well some and all. The first confrontation left the leader of the Ruffians dead with four arrows in him. Then at The Battle of Bywater 1419" , nearly 70 Ruffians and 19 Hobbits were slain.
