Because Frodo got a letter from Gandalf and there was a poem about Strider, part of which he quoted to Frodo, without looking at the letter. So he knew Strider was really Aragorn, Gandalf's friend and could thus be trusted!

I could have sworn I posted an answer in here yesterday. Wasn't it because he felt fair but looked foul. It was mentioned after the letter, but Frodo said thats what he thought before he opened the letter.
