Huh!? When did we move? Floor 23? Where did floor 23 come from? But if we have 23 floors, we should have a dining hall, and a crew serving food 24/7. And intercom so we didn't need to move around all the time. But I'm up on the kitchen for getting some pancakes, shall I bring something for the rest of you?

there are over 4,000 floors, but many are blank

well, i have just had a look in floor 987, and it is completely white, except for a red box in the middle, with a vietnam flag furled up neatly, i think that was the headquarters of my socialist party, i knew it was up there somewhere

Vietnam doesn't have the ideal government at the moment. I don't think. Erm..
But Vietnam still rules. There are a lot of great countries that are stuck with lousy government. Zaire rules and they were stuck with Mobutu for something like 40 years.

Yes, it was the observatory Nurv. I must say, you know your cafe. But I passed some empty ones on the way up, so I think I'm going to make some fancy stuff. A zoo in one, or two so the giraffes can fit in, knock down some walls and make an enourmos billiard table, on the floor, in memory of Franquin. So if the walls tremble, and some plaster are falling down in your coffe, don't mind.

I'm not going to approve a zoo in here. I don't agree with kidnapping animals out of the wild for the enjoyment of humans.
However, a wildlife park would be okay. If you find an injured animal it can recover here and hopefully be released back into the wild. This is especially important for threatened species - an attempt to mitigate the damage the human race has caused, if you will. In some ways there isn't much difference, but I think the founding principle is important. (Note to self: Avoid saying "it's the principle of the thing". )

Pytt's Wildlife Park, the highest in the world, beginning on floor 309, and rising. We can also offer the best cafe in the galaxy, runned by the fabulous Nurvingiel. Just look out for a ceartain spoon. Come in, have a peak. And if you have some animals you might be willing to give us, we will be mostly pleased.
