Well, there were Orcs coming from Moria and that is one of the reasons Beren gave the keys of Orthanc to Saruman. (Hey, there was lots of bad stufff happening around then).

I'm pretty sure they attacked Rohan though; someone else attacked Gondor. Beren gave the keys because Rohan was in a bad situation after the war, IIRC.
