Gandalf arrived at half-past-ten, and shooed Bilbo out the door shortly after. Bilbo arrived at the Green Dragon at the stroke of 11. Although Gandalf said "you only have 10 minutes", I would say it took Bilbo about 30 minutes. The Green Dragon is in Bywater, and Bywater's probably a mile or two from Hobbiton, and Bag End is a little farther, so that seems about right that it took Bilbo about 30 minutes at a trot.

But doesn't Bilbo tell Thorin, "I didn't get your note until after 10:45 to be precise." Of course, the events at Bag End with Gandalf happen as you report Barrelrider, I suppose "the burglar" could be stretching the truth, when talking to Thorin....So, what say? Agburanar?

I wasn't expecting it to be that complicated! Although I agree that the Green Dragon is a long way to run I would take the references to time as the correct answer, so 15 minutes.
