I think it's 斉天大聖. It's from Saiyuuki, "Journey to the West". Son Goku declares himself Great Sage Equal to Heaven. I was a big fan of the Saiyuuki anime and I read the first couple volumes of the old Chinese legend, but it got kind of boring.
