Sorry for asking such a stagnating question guys. The answer is found in "The Tower of Cirith Ungol".
Also, the answer is from Sam's estimation. No one is correct so far, but Radagast the Brown was closest. (He said Gorbag 80, Shagrat 70.) Radagast is correct about Gorbag. If you guys want to give up, Radagast can ask a question.

I checked the book. Shagrat's company was about forty, while Gorbag's was more than twice as large -- more than eighty.
