Well, I had posted "strange changes" at night and the next morning when I checked, it hadn't posted it yet. then I posted "That's weird" and both showed up. So I just left "That's weird" because I didn't want to bother with deleting the post (if that's even possible).

It doesn't sound like anything from LOTR or the Hobbit, so I am lost (if you haven't noticed, I am not very well versed in anything other than those books)...

Unless it's Gandalf talking about how the Hobbits helped when none of the big cool people could get the job of destroying the Ring done.

You're pretty much right all around - it's not in The Hobbit or LOTR, it's in "Of the Rings of Power and the Third Age" from The Silmarillion. And... it IS Gandalf - only he's speaking prophetically to Elrond about what might happen, rather than what just happened.
