No, it is not Sauruman or Wormtongue. Here's a clue to narrow it down: This is a Silmarillion riddle.
Here is a reposting of the riddle:

Yes, the Easterlings who occupied Hithlum where Morgoth sent them instead of the richer lands of Beleriand to the south that was promised them. It was said that this betrayal was the single most important factor leading to Morgoths victory. Good job Beor! Nice to see you in here again.

YEE - HAW is right Beor and so are you! The riddle concerns the first images that Sam sees when he looks in the mirror. The sleeping figure is thought to be Frodo after Shelob's attack. Good job guessing and you didn't even need a clue!

On this one I will give Beor honorable mention since in many ways Mirkwood fits the riddle too.
