Actually, Arwen’s fate is tied to the fate of the One Ring in the book, though not directly:

The One Ring is destroyed => Vilya loses its preserving power => Elrond grows tired of Middle-earth and leaves => Arwen must make the decision to go with him or not, thus making her choice of fate.
