Correct!

It first appeared at the Albany Congress, I believe, which preceeded the war (or was near the beginning). The idea was all the states had to join with GB against the French and the Iroquois.

I know the Confederate army promised freedom to blacks who joined (or at least some of them). I'm not sure what the northern states/union army's policy was.

So...South Carolina?

I now see the following:

The state government approved this action and commissioned the black officers. The commanding general of the white and black troops sent a telegram to Confederate authorities in November 1861 because he was "elated at the success of being first to place negroes in the field together with white troops…." Since their first duty was to defend New Orleans, the Native Guards refused to serve elsewhere for the Confederacy once Union forces captured the city. Many of the men later fought for the Union.

15 April 1861 President Abraham Lincoln declared a state of insurrection and called for 75,000 volunteers to serve for 3 months. At this time, the Union Army officially rejected black volunteers. Lincoln did not want to risk antagonizing the Border States or the Butternut Region; many northern whites did not think it appropriate for blacks to fight a "white man’s war;" and most whites (including the president) did not think blacks would be good soldiers. However, the Secretary of the Navy authorized the enlistment of escaped slaves.

June 1861 The Tennessee legislature authorized the governor "to receive into the military service of the State all male free persons of color, between the age of 15 and 50, who should receive $8 per month, clothing and rations." If an insufficient number of blacks joined voluntarily, provisions were also included allowing officials "to press such persons until the requisite number is obtained."

rohirrim TR, are you QUITE sure it was not the state of Virginia who first recruited a Black regiment in the American Civil War?

my question was what state first called for the enlistment of a black troop as to whether Rhode Island got the first troop or not i don't know and would have to research some more

"Called for" is a very vague phrase. But, for the official US Army, the National Archives http://www.archives.gov/education/le...cks-civil-war/ says it was "in Boston" that a resolution was passed requesting that the Federal government allow black recruitment after Fort Sumter. Louisiana and Kansas were the first other states to provide black troops to the Union.

As for the South, I have no idea.
