Declaration of Principles
Declaration of principles concerning activities following the detection of extra-terrestrial intelligence. Passed at the General Assembly of the International Astronomical Union at Buenos Aries, Argentina, July 1991. 1. Any individual or institute believing that any sign of ETI has been detected should seek verification and confirmation before taking any further action. 2. Before making any such announcement, the discoverer should promptly notify all other observers or organizations which are parties to this Declaration. No public announcement should be made until the credibility of the report has been established. The discoverer should then inform his or her national authorities. 3. After concluding that the discovery is credible, the discoverer should inform the Control Bureau or the Astronomical Telegrams of the International Astronomical Union, and also the Secretary-General of the United Nations. Other organizations to be notified should include the Space Law, the International Telecommunications Union, and a Commission of the International Astronomical Union. 4. A confirmed detection of ETI should be disseminated promptly, openly, and widely by the mass media. 5. All data necessary for confirmation of detection should be made available to the international scientific community. 6. All data relating to the discovery should be recorded and stored permanently in a form which will make it available for future analysis. 7. If the evidence of detection is in the form of electromagnetic signals, the parties to this declaration should seek international agreement to protect the appropriate frequencies. Immediate notice should be sent to the General-Secretary of the International Telecommunications Union in Geneva. 8. No response to a signal or other evidence of ETI should be sent until appropriate consultations have taken place. 9. The SETI (Search for Extra-Terrestrial Intelligence) Committee of the International Academy of Astronautics, in coordination with Commission 51 of the International Astronomical Union, will conduct a continuing review of [page cut off from here foreward].
