Simply put, no.
Half-elven does not mean one is exactly one half elvish and one half something else. It refers to one being of mixed ancestry, no matter what proportion. In that view, the only half-elves would be Earendil and Luthien. That obviously is not what the term means when used by Tolkien (or talking about characters in Tolkien's work) though. Elwing was part elven and part man (and part Ainu); therefore she is half-elven.

'Half-elven' is not a literal term. Any sense observing it as such is wrong.

Halfelven, quaterelven.... I don't know about you guys but it's making my head spin. Now I remember again why I hated fractions that much.
