It's still a bribe beacause you told people before the voting. People may want ice cream after they vote, so they'll vote for you. If you said after the voting "Hey, everyone who voted for me will get ice cream!" then it wouldn't be a bribe.

Hey! Don't think I was, in anyway, saying that bribes are a bad thing. I myself have been swayed by several. I was just stating that it was actually a bribe and not a 'thank you' promise.
