No decree. There was one that forbid teachers from talking about anything but their subjects, but not the Quibbler specifically, and another banning all copies of the Quibbler, but never both together. What do you mean? And Umbridge never gave a bloody interview. It was Harry.

oops.. jk...
i just opened OOTP to a random page and read a paragraph and made a question about it... well what i thought wa the answere is in chapter 26.... okay let me make it more specific fill in the blank "the teachers were, of coarse, forbidden from mentioning the interview bu Educational Decree Number BLANK ..." (OOTP, chapter 26) i hope that helps... and i didi mean the interview given by Harry, not Umbridge, sorry
