when they arrive in lothlorien she says "welcome frodo of the shire, one who has seen the EYE" then at the mirror she says something like "you know of what i speak, one by one it will destroy them all."

The voices of my people that have gone before me?
I will leave, I will leave the woods that bore me;
For our days are ending and our years failing.
I will pass the wide waters lonely sailing.
Long are the waves on the Last Shore falling,
Sweet are the voices in the lost Isle calling,
In Eresëa, in Elvenhome that no man can discover,
Where the leaves fall not: land of my people forever!”

I meant what is her mouth saying when Frodo hears "welcome frodo of the shire, one who has seen the EYE"?

well it has been quite a while so I will take that as a yes, here is a new question:

what does Faramir say he spent all his time doing, as a child, instead of attending to his studies?

thank you, LCoU.

No, to both of you, he actually says something a little different. But you are both only a single word away from the correct answer.
