I don't remeber him acually saying he was worried about anything but I'll venture a guess and say the well being of his daughter. If that's not it, it might have something to do with Aragorn and his crew not having enough men.

Actually, that only happens in the extended versions. In the theatrical releases, I only remember Sauron speaking it with the first time being when Saruman is talking to him through the palantir and he says, "Build me an army worthy of Mordor." Either way, this would be the first time you hear it.
