Bump-and-a-hint: both "goings down" mean the same thing, but it speaks of two different kinds of "falling" and two different kinds of "rising." You will also notice that I have now given that the answer is a who.

All the falling, I'm getting a picture of Frodo in that ridiculous Shelob scene (from the movie, of course) where he seemed to forget how to walk... is that any kind of close?

A reaching guess...

Gandalf...

Went down into Moria.
Fell off the bridge.
Rose by climbing to the peak.
Fell from the peak after dispatching the Balrog.
Went down into the world of the dead (I'm not really my explanation for this part)
Rose again as Gandalf the white.

I was thinking:

Fell in battle against the Balrog
Was carried down to Lothlorien

But four out of six is excellent for such a riddle!

Hhhhhmmmm, now I must think of a riddle worthy to follow it.
