No way. He's not even in the same league as Sauron. He didn't will the destruction of Middle Earth, nor did he desire to enforce his rule upon the Free Peoples of ME; okay so he was a selfish prick, but c'mon we're talking the Silmarils here - something even the Valar didn't accomplish. What were the other ratings? I'd think he's suit a 3, or a 4 better.

No, that was why he ended up a full Level below Sauron (and Morgoth!) The ratings were (tip o' the casque to Afro-Elf!):
1--Basic training 2--Professional competency 3--Outstanding skill 4--Superior 5--Undisputed master 6--Legendary I think that someone who was responsible for the Kinslaying and the stranding of Fingolfin's host deserves better than a "superior."
