There were actually very few high kings.

Elendil and Isildur, who were both killed.

After that, there were separate kings in gonfor and arnor.

Sorry for the long absence. Yes, Aragorn (Elessar) was the third high king, The Ringbearer.

Any king that was simultaneously king of Arnor and Gondor would be a high king, all the rest were “merely” kings.
