Yes - just open it in paint and then select "save as" in the file dropdown - and save it as whatever format you want/need.

I've been wanting a red mountain-dragon for ages... something anime-looking, but beautifully drawn, a red dragon - doesn't have to have flames out of his mouth, or anything. Maybe sitting on a mountain, or something. It's about time I got an avvie.
