What compliment did Saruman pay the hobbits?

The basic idea that TD got right was that Saruman never meant to pay the compliment. Also think on the hint I gave.

Er...was it something to do with the 'a sneer from him is a compliment' thing? Or is the answer Saruman was concerned about the hobbits and that is supposed to be a compliment?
