Ulmo or Osse
Was it one or both who wanted the Elves to stay in ME?
Do think this was why water had power over the servants of darkness?

Ulmo opposed in debate the summoning of the eldar to Aman, but obeyed and cooperated in bring them them when it was decided. Osse liked the Teleri so much that he disobeyed and persuaded some of them to remain in the Falas( these later called Falathrim), and (with consent from Ulmo) anchored Eressea in the bay of Eldamar, rather than bringing the Teleri (these later called Falmari) to the shore of Aman. The Falmari later learned ship building (apparently better than the Falatrim, and with more 'magic" in the ships) from Osse and spread out over the shore of Aman.

Ask Voronwe. Osse wrecked his ship and Ulmo rescued him and delivered him to Tuor's side in Vinyamar.
