If this is the crux of your argument, then you are wrong; in letter #131, Tolkien states that "while he wore it, his power on earth was actually enhanced. But even if he did not wear it, that power existed and was in 'rapport' with
himself: he was not 'diminished'". Also, the bolded part of this quote leads me to believe that Sauron's power derriving from the ring wasn't much influenced by the existence of the rest of the rings (if it were so, I doubt he would have allowed the dragons to consume power rings).

Apparently yes; he did became his heir after all. Not to mention that he would have been weakened (and dishonored) if disembodied once, therefore more worthy of scorn.
That may be true about Sauron only after his third disembodiment. Sauron reincarnated himself twice, and at least once he did it without the help of the ring.
