Best villians... Of course, Darth Vader and Palpatine were good in the original Star Wars movies. Palpatine actually managed to pull it off in the newer ones, especially 3.

Matthew McCoughaney in Frailty. "This is where I put demons."

Max Shreck in Nosferatu, and whoever they got to play him in Nosferatu: the Vampyre, and Shadow of the Vampire. Also, Gary Oldman in Bram Stoker's Dracula.

Not Lugosi.

Jack Nicholson, whenever he is a villian (or at any rate whenever I see him as a villian), does a great job.
