Since they are maiar and all maiar are ainur, and all ainur were created at the same "time", I think that it sort of HAS to referr to the times they arrived in M.E. The fact that Olorion is glad in grey in valinor might have something to to do with the fact that he spent much time in the gardens of NIENNA...
