Galadriel's lament is based on her desire to leave her (half) self-imposed Exile, although she is unsure whether her wish will be granted. After her test, she finally realises what she has known for a long while: that the time has finally come whereby, whatever happens, the effects of the Rings in Lorien will fade and she will indeed be "diminished".

She selflessly pleas for Frodo to be granted some sort of solace in the West, little realising that these 2 acts are the final arbiters for the Valar to let her return. She basically knows that her time is up.
