B.B. and the Council of Elrond

I was reading the Council of Elrond recently in the Fellowship of the Ring for the... fourth time it seems. I was wondering... why didn't Bilbo attend the Council of Elrond in the movie? It seems probable to conclude that this is because he was either unnecessary to the other important roles, or he didn't fit in. Bilbo's part in the Council, according to the book, is a rather short one, while on the other hand, Gloin attended the Council and he said nothing in the movie. Either way, this is no reason for Bilbo not to attend.

'Fool of a Took!' he growled. 'This is a serious journey, not a hobbit walking-party. Throw yourself in next time, and then you will be no further nuisance. Now be quiet!'
