The Rohirrim would doubtlesly have their own smithies (sp?) where they could make armour. So they would have had their own kind of chailmail, I guess. Perhaps not as good as the mithil and dwarf-made armour but good enough. The dwarfmade armour was well-wrought but I guess a little too expensive to clothe your entire army with.
